The development case is rather... intriguing, because what CS does on a monthly basis is just add content, not developing the game as a whole, being the difference that if they were developing the game they would need a sizeable team (which honestly CS never really developed CB that much anyway), but to shit out garas they need a rather small team with decent organization, so you can just have those on the side making a monthly gara while others work in actually developing CB2 (and porting CB1 stuff into 2).


Put it in this perspective, you move into a new room, and bring nothing but boxes filled with your stuff, personal belongings, no furniture. Now you have to "develop" this room, right? By adding things like Furniture to accommodate yourself and your belongings that are in the boxes, because if you take them out of the boxes, it will be a mess.
See, CS just moved in, but out of 100 boxes, only 2 are open, all other 98 have a chain around them and a lock, and to open this lock CS needs to roll this gacha that is on the corner of the room, but not all balls have locks, some have pebbles, so she struggles to get her belongings back with her allowance. She also doesn't get any furniture, she made a bed out of the 2 already open boxes, and sometimes makes cardboard shelves out of the additional boxes that she manages to open, while all this time she keeps bring in more locked boxes and more gacha machines, and she keeps struggling to open the boxes and won't bring any furniture or open boxes, her room is a mess and anything she does of cardboard isn't very stable, it's makeshift after all. See, she did develop her room a bit, but all with cardboard and honestly, it sucks, not to mention that since it usually crumbles, she keeps on using unused cardboard to fix her cardboard furniture and even sell some cardboard to get more gacha machines and locked boxes. She's not going very far, just getting a room full with crap and super messy.

Now, how would a person develop that room well? Well, maybe if it's small, you can buy one of those high beds and put a desk under it, it saves space and it works quite well, because it's not cardboard, and even Ikea is better. There's shelves and other furniture to hold stuff, which is good, and you might find a vending machine in the corner of the room (I mean a vending machine, you get what you click, not what luck gives you). When there's lots of new stuff (content), new shelves and furniture is added to keep all organized and in good condition. Maybe you will struggle a bit to reach the high parts of the shelves, but first you can buy a chair to reach higher, later you might have money to get a ladder (more effort in a game gets you more stuff and further into the game without having to use the vending machine to do so). Some times smaller or inefficient shelves might be replaced for better and bigger shelves.
See, you are not just adding new stuff, but getting furniture to hold everything in place and even other things to make your life easier.

Games are just like that, or should be like that, you don't just make the basics and add bandaid systems to fix it's flaws, you don't just get a room and and just get filled with stuff, yes, you always add more content, but you need to change and develop the basics along with that, and also make sure the content fits your general design and purpose (another issue with CB is that, most debuff airs go against the general design which makes them broken). You also need to make sure the game has content that people that doesn't pay can work for, when you have a job, you want your salary not to spin a wheel of fortune, and that's pretty much what players want, they want to at least get something, play around X(X) hours to unlock something (I mean this as reaching somewhere, not a timed unlockable), do this or that to unlock something, all things that CB doesn't have, in CB you don't do this or that for more content, you don't play around X(X) hours to unlock something, all that you can do is wait for CS to be nice enough to give you a freebie or a chance to roll something (which might get you nothing), and that's not fun for most people, it's not fun to not be able to reach somewhere without roundabout ways, without playing the game, and this is an issue that only gets worse and worse with time, because CS never got a vending machine, CS never got proper shelves, CS never got a chair or ladder to reach the highest shelves. Pretty much everything that CS added to the game that wasn't units, was cardboard that CS only patched more cardboard when it broken, and rarely ever added cardboard to reinforce it or change it for actual furniture. So the development was either wasted or way too small, which in both cases results in the lack of development that we see.

So, maybe they did cut development after that silly Elisa story and they will only shit out garas until it finally dies out. I mean, look at their garas, some bots have like, 1 new part and all other parts are from a previous version, some weapons are variants of weapons that have like, 5 or 6 years, you don't need to try that hard to do that, they certainly don't seem to be trying.

The last real game changing "development" was intro of core tunes or was it drives, they came out pretty close. Before that was a long time of nothing starting after beta, maybe ex tunes sometimes in between. problem is, C$ as a game developer does not fix existing issues and continues on with whatever other mechanics they can duct-tape on to the existing ones.
and no, plz don't let more third world internet laggers on to EN, its hard enough with the ones already on here.
