Capacity Tunes in General are a bad choice. EVE Cannon has almost no risk of running out in a typical Union War even if you don't die the entire round with 98 ammo.
But then again, then again i'm not exactly a good player, so I'll just point those two out.

Mmmh....have the supply tunes been there before..? Build looked ok, at first...

But yeah, don't do capa for supply/hp. Maybe you should go for force instead? i don't remember her default range/speed. Mine is 400/500 I believe, but I approached her as a camper, rather than a gank-up type of bot and I suck ass with her (unless there's a bunch of retard melees who don't know how short their tracking range is, but nobody uses such builds anymore).

Things I'd suggest:

- Put two G Rapid Beta on the main gun. The extra projectile speed will help ensure that your shots will count.
- For the third slot on the main gun, it tends to go with player preference.
--- Some put a third G Rapid to help ensure that the shots connect.
--- Some put in a G Range to get a bit more reach for the weapon.
--- Some put in a Force tune (+10 Cost for +2 Force, +20 for +3, +30 for +4.) picking whatever fits their cost space.
--- Some people put in a combo like High Shooter.
- Get the Stun Supply (or if you're lucky, Stun Supply+) core tune to deal with ammo issues.
- You don't need Quick Boost. Unless you have moved out way too far on your own, you won't be Float Dashing around until you run out of boost.
- Though can allow easier consecutive Float Dashes, Quick Land isn't a mandatory pick.
- A second EIW cart is definitely something to consider. It will provide enough Charge Plus to last almost a whole round. Of course, if you expect to die (or do die) often, don't take it.
- Some people don't use it because it has a lot of cost attached to it, but I would recommend Broad Radar. Being warned of an enemy coming can often save you more HP than any tune can give.
- As others have mentioned, drop the Capacity tune. Adjust the tuning plan to get her to 40/38 without the need for extra cost, then see how much extra space you have after for some increased HP.
- You could potentially drop the Fly stat to 34 to free up some cost space. That breakpoint is decent enough to get around with.

Use rangers instead. Pure tec>tec/capacity>tec/fly hat and acc, with tune slots preferably. Drop capacity. Quick Boost for Broad Radar. Aim for 31 fly at most. Weapon should be full great rapid beta or 2x with 1 basic force. +1 tec 10 cost weapons. Everything else looks okay enough.

So 40 tec/31 fly. Weapon Tunes. Cartridges. Whatever is left over after that is hp in the form of basic tec = rangers instead.

Quick Land is less useless than Quick Boost, but it's certainly not mandatory either.

She can alpha strike just fine without moving burst. I remember doing it back in 2011 very successfully but then again my mindset on Lily Rain EVE is stuck in pre-initium and I never used her after Resha and Eris appeared on the scene.

Ah, well I can cart reset I guess. i already tuned it up. Pity I can't afford quick land with that tune setup. It was pretty tight after all. I could replace the buckler/coffin shield with a pom pom but eeeeh.

Pretty sure the uc garapons has some 1 stat 5 capacity slotted or something.

Slotted dual 1/1 good combo stats for extortion level uc at bazaar.

Pure 2 stat are rare acc from material exchange cubes you can find the above in them too.

Slotted 2 stat are like garapon and you find any stat combo there.

I managed to max out stats without using anything that a normal UC player can't get access to.
So a poverty build is possible, though You'll be using those promotional tune success items, e.g. Election Coins and Payrockets + a shitton of Omegas.

The Three slotted coffin shield was an arena drop for example.

I read in other post (a mialy build post) that float dash isnt good for railgun weapons, that is better short boost with 36 or 38 Fly. Thinking that i make this build.

I use a moving burst float dash eve. If you're having accuracy problems, get more Great Rapid Betas. Ammo is not a problem for EVE if every hit counts. I use moving burst because I like shooting off 2 level 3 charged shots while not being stuck in one place like a moron.
